The 40106 is a hex inverting Schmitt trigger.
Usage

Schematic from beavisaudio
The 40106 is often used as an oscillator in DIY CMOS noisemakers. With just an additional resistor and capacitor, its gates can be driven into self-oscillation, generating a square wave. Two or three of its gates can be safely used in this manner; otherwise, the chip might overheat.
